    Overview

    Finland's Tax Administration (Verohallinto) treats cryptocurrency as property subject to capital gains tax. Finland uses a two-tier progressive tax system for capital gains: 30% on gains up to €30,000 and 34% on gains exceeding €30,000 per year. There is no long-term holding exemption—all gains are taxable regardless of holding period.

    Capital Gains Tax Rates (30-34%)

    Cryptocurrency capital gains are taxed as capital income (pääomatulo) at progressive rates: 30% on gains up to €30,000 per year, and 34% on gains exceeding €30,000. These rates apply to net capital gains (total gains minus total losses). The €30,000 threshold is cumulative across all capital gains (stocks, crypto, etc.), not specific to cryptocurrency.

    No Holding Period Exemption

    Unlike Germany or Portugal, Finland does NOT offer tax-free status for long-term holdings. All cryptocurrency gains are taxable at 30-34% regardless of whether held for 1 day or 10 years. There is no preferential treatment for long-term investment. This makes Finland less favorable for buy-and-hold strategies compared to some European neighbors.

    Annual Tax Return (Veroilmoitus)

    Report cryptocurrency capital gains on your annual tax return (veroilmoitus) under Section 9 (Capital Income). You must declare: total sale proceeds, total acquisition costs, and net capital gain. Finland does not pre-fill crypto transactions—you must manually report all activity. The filing deadline is typically May 31 for the previous tax year.

    Cost Basis Method

    Finland uses FIFO (First In, First Out) as the standard cost basis method for cryptocurrency. When you sell, the cost of the oldest tokens is used first. This is the same method used for stocks and aligns with many international jurisdictions. Consistent FIFO tracking is important for accurate tax calculations and audit defense.

    Crypto-to-Crypto Trades

    Trading one cryptocurrency for another is a taxable disposal. You must calculate the gain or loss in EUR at the moment of trade using the fair market value of both cryptocurrencies. This applies to all swaps, including DeFi trades. Each swap triggers a capital gain/loss calculation at 30-34% rates.

    Mining and Staking Income

    Mining rewards and staking income are treated as earned income (ansiotulo) and taxed at progressive income tax rates (up to 56.95% including municipal tax and church tax). This is significantly higher than the 30-34% capital gains rate. Mining/staking income is NOT capital income. The EUR value when received becomes your cost basis for future sales.

    Loss Deductions

    Capital losses from cryptocurrency can offset other capital gains in the same year (stocks, bonds, real estate). If you have net capital losses, you can deduct 50% of losses up to €1,000 from capital income, and 30% of losses above €1,000. Loss carryforward is NOT allowed—losses must be used in the tax year they occur or they're lost.

    Record Keeping Requirements

    Maintain detailed records for at least 6 years: transaction dates and times, EUR values at transaction time, exchange names, wallet addresses, acquisition costs, FIFO calculations, and all supporting documentation.
